Section 50 Licence Application Process

The Water Companies have developed a set of procedures establishing the activities to be carried out by Water Companies, Developers and homeowners in order to allow work to be delivered to the required standards for connections and adoption. A summary of the procedures is set out below:

Sewer Connection agreement

Prior to any construction, a sewer connection application must be submitted. A Section 104 (sewerage adoption) and Section 106 (sewerage connections) agreements are required to enable the Water Company to adopt the new sewer and make a connection to the existing sewer network. The legal agreements have to be in place before the installation can start. We would advise a timeline of 21 days as a minimum is required for a notice period. For all of this to happen, a design is required to produce the technical drawings needed for the applications. But professional advice would be beneficial. If planning permission is a requirement, this will need to be submitted along with your sewer plans.

Installing underground drainage requires extensive and careful forward planning. You will need to consider the exact layout of your drainage system and how it will connect together. At the same time, you need to stay in compliance with Building Regulations part H.

You should check for existing drains and sewerage systems in the area by contacting the local water authority or referring to the building deeds. To prevent expensive and dangerous problems arising later, existing drains may need to be diverted or otherwise protected. Proximity to public sewers may also force some adjustments to your plan.

A traffic management plan is used when planning safe traffic and work zones during roadside construction activities. It is used to keep workers safe from vehicles and equipment both outside and within roadside worksites.

Creating a traffic management plan helps outline the way activities on the road will be implemented so they ensure that both workers and road takers are safe from potential risks and danger. In line with this, a TMP will be approved by a local authority prior to any road works and activities.

Pre-start meetings

SE Drainage will agree with the local authorities, water company, developer or home owner and any other relevant stakeholders, the critical times for the programme of works, safety aspects and the inspection/adoption process.

Once the programme of works is agreed, we may need to inform the local community of any impacts that they may experience during the works.

Asset searches

Prior to any works commencing, utility asset searches should be conducted, predominantly for the safety of the installation team but also to highlight some of the following details:

  • Provide compliance with statutory requirements.
  • Protecting existing assets.
  • Identifying contaminated ground.
  • Identifying any wayleaves.

Attend site to install your drainage.

Once we are satisfied that all the planning work has been conducted and the applications are accepted, we will attend site to install your drainage in line with NRSWA regulations. Re-instatement will carried out to highest of standards of compliance using our re-instatement team.

Asset adoption and compliance checks

Inspections will be conducted by the adopting authority with a SE drainage engineer present and all the certifications will be issued in line with the Water Industry Act to facilitate this.
